    Since his election as Mayor in 2018, Shaun Collier has worked to bring long-term social, and environmental sustainability to the Town of Ajax, while strengthening our economic position. Prior to becoming Mayor, Shaun served as the Ward 1 Councillor, and Regional Councillor representing Wards 1 and 2. 2023 marks his 20th anniversary of public service. Read More...
    BOARD CHAIR Shaun Collier
    Having worked in municipal government throughout his career, Dr. Garry Cubitt retired as Chief Administrative Officer for the Regional Municipality of Durham in the Fall of 2018. He has extensive experience in organizational development, issues management, budget development, and finance and investment for complex public sector organizations. Dr. Cubitt has also previously held instructor positions at the University of Toronto, York University and Durham College. Read More...
    VICE CHAIR Garry Cubitt
    Karen Fisher has over 30 years of financial services and investment industry experience with a broad background in investment management leadership roles. She ended her full-time career schedule as President and CEO of Scotia Securities (Manager and Dealer). Ms. Fisher has acted as Chair or member of eight mutual fund Independent Review Committees since 2007. She also sits on the Board of a public utility and is a member of their Audit and Risk Committee. Read More...

    Mr. Welch brings a wealth of experience to the Durham Regional Police Service Board, combining a project and change management, strategy, governance and financial background, to deliver insights that will help drive informed decisions, as well as guiding the efficient implementation of those decisions across the Service and the community.     Mark Welch
    Elected in 2018 and re-elected in 2022, Mayor Dan Carter is serving his second term as Mayor of Oshawa. Before becoming Oshawa's Mayor, he served as a City and Regional Councillor. The Mayor is an ex-officio member of all City Standing Committees. At the Region of Durham, he currently serves as a member of the Health and Social Services Committee and the Police Service Board.     Dan Carter
    Willie Woo represents Clarington Wards 3 and 4 and is a member of Regional Council. He previously served on Clarington Council from 2006-2018, and was a Regional Councillor from 2010-2018.

    Councillor Woo is the son of immigrant parents from China and he was raised in Newcastle and continues to live in that community.

    The Act requires that The Durham Regional Police Service Board consist of seven civilian members as follows:

    • Head of Municipal Council or delegate – Board Chair Shaun Collier
    • Two Members of Council appointed by resolution of Council – Dan Carter, Willie Woo
    • Two Members appointed by the Lieutenant Governor in Council – Mark Welch and Vice Chair Garry Cubitt
    • Individual who is appointed by resolution of Council, who is neither a member of Council nor an employee of the municipality – Karen Fisher
    • Individual who is appointed by by the Provincial Government – John Fahey
